Most turnarounds and shutdowns call for confined space attendants (hole watch), fire watch, safety technicians, and permit writers, supported by general laborers. Larger scopes add safety supervisors and a site safety manager to coordinate the crew. ResponsAble can staff the full safety team or fill specific gaps.

A confined space attendant, often called a hole watch, stays outside a permit-required confined space while workers are inside. Under OSHA 1910.146, the attendant keeps an accurate count of entrants, stays in contact with them, monitors conditions inside and outside the space, orders an evacuation if hazards develop, and summons rescue. The attendant does not enter the space.

A fire watch monitors hot work such as welding, cutting, and grinding for fire hazards, keeps an extinguisher ready, and, under OSHA 1910.252, stays on watch for at least 30 minutes after the hot work ends. A hole watch is the attendant posted at the entrance of a confined space. Both roles are common during plant turnarounds, and some workers are qualified for both.

A permit writer issues and manages safe work permits, such as hot work, confined space entry, and lockout/tagout permits, inside a plant or refinery. Permit writers verify that the work area is safe, that isolation and gas testing are complete, and that crews understand the permit conditions before work begins.

Requirements vary by site, but common ones include OSHA 10 or OSHA 30, PEC SafeLand or SafeGulf basic orientation, H2S awareness, CPR and First Aid, and site-specific orientation. Facilities covered by the Maritime Transportation Security Act also require a TWIC card. Tell us what your site requires and we will match candidates who already hold those credentials.
